feature request: members NEAR you

being able to show a user which members are NEAR of his location.
Like user is from the city XYZ and another user is also in the same city.

Based on a certain user-profile-field.

additional info:

if there is no user in the same city, then use same user in your "province".

This is in plugin territory, not in the core, as there's no guarantee an install will have a "Location/City" profile field.
